Long ago, Charles Xavier began cultivating an underground network of agents and informants to assist him in the cause of human / mutant co-existence. While the X-Men were the quasi-public face of Xavier's cause, sometimes information could be better gathered, and action could be better taken, by those out of the spotlight. Many mutants did not want to join the school or reveal themselves publically, while other human agents wished to provide support however they could.
