Having found a new sense of confidence without Magneto, Toad gathered the Brotherhood of Evil Mutants with himself as the leader. His early efforts to recruit members were seen in the Kings of Pain 1991 crossover, where he sought to add Proteus to their ranks. The group remained together until Pyro's Legacy Virus infection tore them apart, disbanding at some point after X-Men Annual (2nd series) #2.
