When Charles Xavier took his school and the X-Men public as mutant ambassadors to the world, Storm retained a team of X-Men separate from the mansion due to various disputes and conflicts. Over time, Storm renewed relations with several international representatives such as America's Valerie Cooper and Russia's Alexei Vazhin. Through negotiations, she established credentials for a team of X-Men to operate as internationally recognized law enforcement agents -- mutants policing mutants for the greater good of human and mutantkind. In homage to the similar future organization of their teammate Bishop, Storm had this unit dubbed the XSE, X-treme Sanctions Executive.
