After the Superhuman Registration Act was passed in America, dozens of super-criminals fled across the border to Canada, causing a rise in super-crime up north. The new Omega Flight was a joint venture between the Initiative and Canadian Special Intelligence Services, using American and Canadian agents to round up border-hopping American criminals and protect Canada from their antics.
