When Hydra conquered America, Steve Rogers negotiated with Magneto to create an independent nation for mutantkind. In order to avoid fighting too many battles at once, Rogers ceded much of California to the mutants, operating out of a rebuilt Utopia for the nation of New Tian. It was officially ruled by Xorn, but he was actually a puppet under the control of Emma Frost. The Xavier Institute and the main X-Men were trapped under the Darkforce dome in New York, leaving New Tian mostly populated by X-Men reservists and former allies and enemies.
