After an invasion on New York, the Goblin Queen made peace with Manhattan and established the Limbo embassy as a peaceful gateway between their two realms. In alliance with Krakoa, the Limbo embassy also became a safe haven for various mutants, often potential troublemakers who balked at the authority of the Quiet Council or feared running afoul of the Three Laws if they remained on the living island. After the Hellfire Gala massacre, Madelyne also ran her own team of "Dark X-Men" out of the embassy.
