Department H was a covert branch of the Canadian Secret Services and Ministry of Defense, originally built around James MacDonald Hudson for superhuman research and development. The first Dep't H was shut down due to lack of funding in Uncanny X-Men #140 and Alpha Flight (1st series) #1. Although Alpha Flight retained some government contacts afterwards, Department H itself was not reactivated until following #87.
