After declaring martial law in San Francisco due to mutant / anti-mutant riots, Norman Osborn attempted to discredit Cyclops and the X-Men by creating his own team of officially-sponsored mutant heroes. Several members defected to Cyclops's X-Men before Norman was forced to retreat, but he maintained these "Dark X-Men" in Initiative service until the end of his reign.
