The Acts of Vengeance were orchestrated by Loki to take revenge on the Avengers. He gathered his "prime movers" Kingpin, Magneto, Doctor Doom, Wizard, Mandarin, and the Red Skull and proposed the villains exchange opponents, targeting heroes unfamiliar with them so that the movers could achieve victory...by proxy. The prime movers in turn motivated numerous other super-villains to follow the same scheme.
